16 Regional Operational Programmes implemented in particular voivodships also provide an extensive offer for enterprises and institutions planning to launch innovative undertakings. In some elements related to innovation, ROPs comprise a kind of complementary element to Innovative Economy programme. For they provide support for regional projects and projects of lower value than in IE OP, however they also offer tools and instruments for financing implementations of new technologies, research and development works, creation and development of cluster undertakings or development of business-related institutions. All ROPs were subsidized from ERDF funds of over 16.5 billion EUR.[1]

Development of Eastern Poland Operational Programme covers Warmińsko-Mazurskie, Podlaskie, Lubelskie, Podkarpackie and Świętokrzyskie regions. In the programme, projects are qualified without competition procedure. However, it involves actions directly supporting development and diffusion of innovative undertakings or creation and development of clusters (at least withint two regions of Eastern Poland). Nearly 827 million EUR was allocated for purposes related with development of innovation, entrepreneurship and information society.[2]
