Human Capital programme executes assumptions of the reviewed Lisbon Strategy, according to which Europe shall become an attractive site for investments and having a job. In order to achieve this, necessary factors include scientific development, increasing innovation and creation of the larger number of permanent jobs. Assumptions of the Lisbon Strategy and objectives of cohesion policy applied by EU countries favour human capital and social capital development, which contributes to enhanced economic competitiveness. HC OP is aimed at increasing employment and social cohesion.[1] Public spending allocated for implementation thereof amounts to the total of 11.4 billion EUR, of which 9.7 billion comes from the ESF.[2]
